Building a Data Visualization app on Windows 7

Currently working at a company that doesn't have any tools for regular employees to be able to create visualizations of data, so all analysis is just from numbers in excel spreadsheets. Thought it would be a good use of my free-time to try a program that allows for easily accessible visualizations of data.

The company uses Windows 7 on all devices, but all of my development experience is on a Unix environment. I was wondering if anyone could lead me in the right direction as to which languages/development environments to look into.

ANSWERS:

If you're a web programmer, you could use something using D3Js:

It runs on browsers, which would make it platform independent.
